Yes, the size bands are the same, but goalkeeper shirts are traditionally cut a touch longer in the sleeve and body. If you wear padding underneath, go one size up.
No — shirts of this era were cut looser. A nineties Large sits closer to a modern Medium, which is why the flat measurements above matter more than the size on the label.
